A 911 dispatch center never closes. Designed for continuous operation, the new What-Comm 911 Dispatch Facility balances resilient infrastructure with thoughtful workplace design, supporting both critical emergency response and the people who make it possible.

Planning for Continuous Operations

Emergency communications never stop, and neither can the facility that supports them.

Working with the City of Bellingham and What-Comm 911, SHKS evaluated operational needs, interviewed staff, and developed a comprehensive program for the agency’s future. Multiple site concepts and building configurations were studied, each designed to allow the existing dispatch center to remain fully operational throughout construction.

Supporting the People Behind the Calls

Emergency dispatch is demanding work, and the workplace should reflect that reality.

The facility includes warm, welcoming interiors alongside dedicated spaces for rest, movement, and recovery. Indoor and outdoor respite areas, walking paths, and a fitness room support staff well-being, recognizing that resilient emergency services begin with resilient people.

Looking Ahead.

More than a replacement facility, the new dispatch center is an investment in the future of emergency communications for Whatcom County.

By combining operational resilience with thoughtful workplace design, the project prepares What-Comm 911 to continue serving the community with reliability, efficiency, and care for decades to come.
